we are thinking of getting a milk cow next spring and we have the yard for grazing, so the question is can we tether her so we don't have to build a fence around 2 acres of land

I'd sooner you build the fence than to have to deal with the qualms and pains of having to deal with a cow that'll get tangled up in the line, or the fact that you would have to move her around every day or so to new grazing space like you would with a horse that's on a picket rope. Though fencing is expensive, regardless if it's permanent barbed/hi-tensile or temporary electric, it will give you (and the cow) more flexibility--and less worrying too.

That's just my honest opinion.

(P.S.: Not saying you can't tether her, because you can, it's just a question of whether she'll be accepting of it and whether you're willing to risk the time to keep an eye on her to prevent her from getting tangled up [which can and will happen...rope is rope...] and to move her around regularly. Most cows would rather not be tethered or chained up like a dog in the back yard, but rather have the freedom to move around in their enclosure as they please.)
