17" dressage saddle, new in Ohio

I just bought a new "Dover" dressage saddle, and it doesn't fit my horse. He is a slab-sided TB, and this saddle has a medium tree. The gullet measures 8" from one dee ring to the other. It has a 17" seat. Dover is in quotes because it is unmarked, but the person who sold it to me told me that it was. I purchased all the fittings separately, and everything is new, with the possible exception of the irons. They still have the tags, but the pads are brittle. The girth is a 22" Ovation, double elastic. It is a very comfortable saddle, but I can't enjoy it when the horse is bucking! $290 is my cost for everything.
