Sounds like foamy bloat (or could be choke if he was eating at the time).

Give him 2Tbsp of baking soda with enough water to liquify it - ORALLY. Just draw it up into a syringe (without the needle) and squirt into the back of his mouth.
Rub the LEFT side of his stomach FIRMLY for about 15 minutes.
Get him up and walking - help him if need be.

You need to do this NOW.

MIneral oil can also help with froathy bloat, Depending on the size of the goat 1 ounce for a small kid or up to 8 to 10 ounces for an adult large breed. You can't really over dose it. If you don't have mineral oil you can use corn oil, but it may not work quit as well.

One would have to ask why is your goat foaming? Chocking can be a cause, and this is often fatal. Eating something that gets stuck in one of the stomachs, wont result in immediate chocking, but will make a very sick goat that eventually, will throw-up and not eat and not survive.

Bloat can be caused from too fast a change in feed, getting into something they shouldn't have eaten or not used to eating, over-eating disease from not being vaccinated(needs to be treated with anitbiotics and C&D antitoxin) a heavy parasite load may cause an easier upset stomach.

Baking soda and mineral oil every couple of hours until the goat is showing signs of releif. Then offer only hay and water for the next couple of days.

Thank you everyone for the advice and tips! I gave him some baking soda as instructed. He burped like crazy and is now resting. I think he'll be alright. Once again, thank you, everyone!

Good! Burping is what you wanted to accomplish (farting is good too). Keep an eye on him as you may need to repeat.
