I have one that is 6yrs and she attempted to do the same with my other goats, I would walk right by her and gentle push her away from the other goats for a few days, giving her attention somewhere in the middle of the herd. Then for a few days I gave her attention last. Now she waits for her attention, but still comes over with the rest.

Part of it is that she's simply older than the babies which automatically puts her at the head of the herd. As the others grow and mature things might change. So, it's really just normal behavior right now. I agree with goats&moregoats - let her know that you WILL pet the other goats too and she'll probably get the hint soon enough.
