My one lactating doe has cold teats. She has a really lumpy udder and is drying up. I was wondering if this is the beginning of "blue bag"? It is only the half inch or so of teats near the end. The rest of the udder feels normal.

If her udder is lumpy, the teats are abnormally cold, and she's drying up despite regular milking and good feed and health...that sounds like something isn't right. It might be mastitis or some other infection. I'm not sure what disease exactly you mean by "blue bag".
