I bought a pound of this dry mix (selenium, vit A/D/E mix) and am not sure how much to feed. I have one doe still to kid in a month and want to give it to her and then her kid/s when they start eating solid food. I am thinking about top dressing some goat ration with it. How much and over what period of time should I feed it to them?

What does the mixing rate on the bag / feeding suggestion say?

Without knowing the formulation, there's no (safe) way to just 'guess'.

the maximum daily amount of Selenium in all feeds combined should not be more than .7 Mg per head per day.

Totally agree. Be careful cuz selenium overdose can be worse that deficencies. I would also consider what is in their minerals, feed and other food sources before adding too much.
