Did you mist them or saturate them? They should basically be bathed in it. Diatomaceous Earth should also be applied to their sleeping bedding areas all old bedding burned or at least well removed.
It may take several treatments.

Some do Ivermectin inj but it doesn't kill all external parasites and you would need to get the vet to give you dosage.

You can also use the DE (food grade) and apply to them. Really rub it in.

You need to make sure you are dosing the permethrins correctly.

I misted them at first. But i really soaked them today. They seem misrable. And i think it burned from the bites they had. It was a premixed spray.

I use the permethrin dust and it seems to work pretty well. I just sprinkle it down their backs from the top of the head to the tail.

I have never seen permethrin pre-mixed only in concentrate.
This worries me ... permethrin doesn't burn and if that is the case the only time I have heard that is when someone poured it on their sheep with not diluting it with water.

Did you see Lice before? If not then they more than likely have mites ( which are generally microscopic- although some can be seen they look like a spec of dust!) Those skin flakes are usually not just dry skin but mite evidence.
