Umm news flash a lot of states already have a form of this called dog license.

@Simpleterrier This would be an additional layer on TOP of pet licensing by local city / county. Every city I googled by name in Colorado already has a pet license program for cats and dogs. The craziest part is the extending it to all cage / tank critters such as invertebrates, fish, hamsters, etc. Those all tend to be colony critters and this would require a license per EACH. The pricing is also much more than municipal ones I googled.

I just left CO. People always ask me if I'll go back, and this is just another reason why I think it's highly unlikely.
