It's because they're breeding a lot of them to look like deer. They're breeding with longer backs and thinner bone. If you look at the halter horses from the early 1980s and before compared to now, it's like comparing a bull to a stag.

I would try to verbally train him on a command like "stand" and teach him to do it at home for practicing halter, practice standing in the lineup. mounting, bathing, farrier, vet, etc...
After he's halted, tell him to stand and if he stands quietly for a moment or two pet him and relax...
You can buy hay here in Michigan for anywhere from $1.50 a bale to $5.00 a bale depending on where and quality. Most hay around here goes for $1.50-$3.
However, MI hay is notoriously low in selenium and copper (but very rich in calcium and iron)
