We used red brand 5' woven horse fence from TSC but my goats have horns and I didn't want them getting tangled in the fence. Been up 5 years with no issues.
Our female will go after our dog at any given time, this hasn't changed in five years. Our dog has just learned to keep a distance when they are out. Food works for getting ours back in the pen as well.

We use a slinky gate that connects the electric fence across the front of the gate. You could connect one at the height you want. It has a plastic handle so you can lift it off and open the gate without having to turn the fencer off.
