Can't add my location

I am unable to change my location in my profile. I go to my profile, and under "Personal" I go to select country and this is what I get:

The State drop down list is blank, and the only thing I can change is the region.

Any ideas? It's been like this for a while and I never found out why.

Actually I am!! I was planning to say, "Is it a bug?", but deeper thought caused me to remember BYH has been up and running and open for a couple years(?) now.
