I've found that the ratio of wasted vs. utilized hay really depends on the hay with our goats.
We're still learning their preferences when it comes to hay, but we recently switched sellers because we ended up with a batch of the stemmiest junk at a good grass hay price. It was from a place near my husband's job so he picked it up. Not to say he doesn't make an effort, but he was never around livestock growing up so when he looks at a bale of hay it all looks the same to him!
Maybe they saw a sucker because it was the most expensive cow hay I've ever seen! The goats wasted probably TWO THIRDS of each bale. The next time we went together and found something they're wasting very little of (for goats that is

Like free said, I would pad pretty generously to allow for waste. Better to end up with a little extra in the end if they utilize a high percentage.
