I just googled rival base and rival bold. Neither of those at 12 and 13% have high enough protein. Is there no other feed store in your area that you could go to? Like @Mini Horses horses said, if you can get them to order you a super high % feed, you can use a small amount off that to supplement the 13% feed and increase the protein that way.
I can most definitely have things shipped off of Amazon since that’ll be about 1-3 weeks.Could you possibly get a protein supplement shipped? This is a national name brand widely available (amazon) but there are endless brands, sizes of packaging, etc. to choose from.

It's been years since I fed this to my heifer.... if I remember right, it was about a cup/day on top of the basic 12% sweetfeed commonly available here.
You've gotten A LOT of great suggestions here on ways to help your heifer become the best she can be. If you have decided that the best course of action is to feed only 1 of the 2 feeds available - then pick the higher protein one & keep us posted on her progress. Best of luck, I can't wait to see her blossom.
