Hive with no queen; should I combine it or requeen?

The laying workers were just getting started when I put in the first frame of brood. A week later I put in frame #2 and I didn't really see an increase in drone brood so maybe they aren't laying much, if any. This week I will put in frame # three and destroy all of drone brood, (should have done that last week). I will most likely be buying them a queen as it just gets them up and running quicker.

The other two swarms that I caught are doing well; lots of brood and storing a good amount of honey for small hives.
