I always use Pen-G which is the long acting one. But if memory serves it's way more that 1cc. Can you call a vet and verify that is the correct dose. What doesn't seem anywhere near enough but since I don't use that I could be sorely mistaken. I have also never treated 2x's per day but like I mentioned I haven't used what you are using.

No this doesn't sound life threatening but you need to be on top of getting the right dose into her or you're just making the bacteria resistant to what you are using.

Update:
My ewe has not been sore on her back foot for the past two days. Her temp and appetite has been normal and shes acting fine. This morning was her 4th dose of penicillin and i felt her front knees which are still swollen, they feel soft like full of fluid. What could this mean? Should i continue the penicillin another few days?

Yes, infections in the joints are hard to get rid of. I would go 5, 7, even 10 days.

Ok thanks so much. Does the squishy swollen knees sound still like a joint infection? I am just confused bc her hocks are not swollen and she had been lame on a back leg. Odd to me only her front knees are swollen and feel full of fluid.
