what would be the maximum volts/ watts to use on a fence to keep a pygmy goat or two in?

Most energisers will be running at about 6000v and is adequate for most situations. I don't think you need to be concerned about the maximum but what will keep the animal in. There are units that work upto 10000v quite safely for sheep and poultry.
