They would most likely stop to munch and then run to catch up

Or not.

To a goat, two or more is a herd, so I can't really see that more than one goat would necessarily have any interest in keeping with your pace if they could simply stand and eat tasty leaves instead.

Just my thoughts.. I've never tried it, so I dunno.
