We use pine shavings, they at much easier to clean out than straw or hay. Just shovels right up.
Maybe pellets at the bottom and pine shaving.... :) I am not sure if I like straws to begin with. Where can I get large amount of pine shaving?
Tractor supply company should have it ! :)

Ok, I got the pine pellets, shredded paper to place underneath the straw. So far so good....second day. I soften the pellet with water so it is like saw dust but not dusty at all. The shredded paper is soft. The straw is dusty...when I spread it on top. Anyway, at least it smells really good inside and I can see the wet sawdust so I can scoop it out. These little guy poop a lot...

I absolutely hate straw and only use it when the does are kidding, and I don't even know why then! because I hate it! It doesn't absorb all the fluids when she kids, and is harder than heck to clean out. I like the way they can snuggle down in straw in the winter to stay warm so I like that for the babies then.

I use pine shavings for all my other animals. I have used the wood pellets for my horses and love them. As they walk on them, they crush them, and they expand to a nice big stall of sawdust. I have never wet them down to make them disintegrate but you might have to with goats because they don't weigh as much.
