I like the under the deck idea. Safe from a lot of weather (cooler in the summer, protected from wind and rain in the winter. You will have to deal with any sanitary issues for your own sake, long before any of your neighbors get whiff of them. Plus, they will be nearby to keep an eye on them and a look out for predators.
