I use sugar bricks. I add 2 cups of sugar, 3 teaspoons of apple cider vinegar, mix, repeat, till I get enough to fill my hive sized cookie sheets. cook them at 170 for 3 or 4 hours and stick them in the hives. works great. You can use water but I read that the acid in the vinegar makes the sugar easier for the bees to use. The bricks stop them from hauling the sugar out as trash. moisture in the hive creates a syrup slick the bee's eat.
I mix everytime I add two cups because if you add a lot of vinegar at the end, you end up with very wet and very dry spots. So I mix, put 2 more cups on top, add the vinegar and mix again. You want it just moist enough that it will pack together. When it dries, it's hard as a brick.
