Sounds like an upper respitory infection
In young goats this can turn to pneumonia very quickly and be fatal
I would recommend a vet
If that's not an option then treat with antibiotics
I don't know what you have on hand or what options you may have in antibiotics at your local farm supply store

I recently bought a week old bottle baby. He had very similar issues a couple of days after I bought him. I used LA200, 2 units s/q as per a vet's recommendation. He was better in a day or two and now is great. Good luck
I hope your baby recovers soon.

I would treat with LA 200 or any oxcytetracyclin. Respiratory issues can get deadly quickly so I wouldn't wait. Take his temperature too; 101-103 is normal. Call a vet if possible.
