Does maintaining the easement fall on the landowner or the easement holder? Either way, if the landowner not maintaining the easement road impacts on your health and safety, I think you have a case. What about the fire department? Can they get their vehicles therough in case of fire? Whether the fire department would be responsible for the homes served by the road, they should have a vested interest in being able to get into areas to fight all fires. Contact the state about this?

That’s what I was thinking. They make extractors for broken off bolts.

Should be able to drill and tap it and then maybe unscrew it out... doesn't always work that way.... but that's the idea....
